Abstract

Three decades ago, in the early 1990s, our country took the first steps towards political and economic normalization. The aim was to reorganize the development of national life within the legal framework of the 1972 constitution, repeatedly trampled by its own creators.

The national reconstruction that was attempted in the first months of 1990 was titanic. The country had just been the target of foreign armed action, which was accompanied by shameful looting.

This invasion was the culmination of the acute political and economic crisis that plagued the Panamanian nation in the two preceding years, which could not be resolved through the electoral route, because the military in power and its civilian partners were unaware of the results of the presidential election of May 7, 1989. They wanted to continue to command the country, as they had for 21 years, at the head of a dictatorship that dismantled the republican and democratic foundations of the Panamanian State; made the rule of law subject to the appetites of the tyrant on duty; strangled individual liberties; exacerbated pseudo-nationalist demagoguery, repression and populism to maintain its validity; and he did his best to eradicate civility from the public sphere, transformed the Panamanians, from citizens who were on the eve of the military coup, into supplicant vassals of the despot in power.
